In Service Request Record Type, I need some related contacts to appear

Hi, in the Service Request Record Type, I need to put a field named  "Account" and I need to select an Account, and I want that Account to always be selected in that field. Then under that field, I need another field named "Scale to", where I want to select a contact, that belongs to the Account I'd chosen in the field above.

How can I do this?
