minimum order value at supplier or contract purchase agreement level?

Hi,

Our client want to Set up a minimum order value at supplier or contract purchase agreement level, so that users cannot raise an order below certain value
ex. user raise a requisition/PO for box of staples costing £0.30
this is causing overhead for supplier in delivery and also increases carbon footprint overall.
we want to know how we can setup this in 11.5.10.2 if its not possible in our current version is it possible to do this R12?
