Conversion for order qty and stock cage issue quantity

Hi,
We purchase aa batteries (c0000242) in a box of 24 @ 5.37 or .22375/battery. now we want to make inventory issues as they happen. oracle will not let me adjust the unit of measure in item master. can you run me throuhg the steps of what it takes to purchase in one unit and issue out inventory in another?
