R12 install failed during rapidwiz install stage

 Hi all, 
During an R12 install using the upgrade option the rapidwiz install fails immediately 

Upgrade File

   RW-50016: Error: - APPL_TOP environment file was not created:

      File = /u112/app/oracle/apps/apps_st/appl/IORA3_raiden.env   RW-50016: Error: - ADOVARS environment file was not created:

      File = /u112/app/oracle/apps/apps_st/appl/admin/adovars.env   RW-50016: Error: - APPSCONFIG was not created:

      File = /u112/app/oracle/apps/apps_st/appl/admin/adconfig.txt


The directories exist but the files have not been created, the context file has been created.

I'm running this as applmgr and using the latest rapidwiz files (12.1.1.11) on solaris 9
