DBMS_ALERT_INFO buffer busy waits

Hi, we see a high contention in the table DBMS_ALERT_INFO with waits buffer busy. Is there a way how to improve performance there?
I think that the problem is similar to the sequence contention when not having cache - simply small table with few blocks heavily used and updated.
Can anyone has have this problem already? Any solution?
