Read a txt/dat filename in a directory and store it in a table.

Using 10.2.0.4 database on HP UX itanium.
Kindly note that we need to perform 2 issues and was wondering if someone has any previous experience with.

         1. Want to find out a way to read a txt/dat filename in a directory and store it in a table.
          2. Want to get the date and time created for the flat files.

 How can we do that ? we tried to use dirlist function but we've got error ORA-29551: could not convert DirList to Unicode DirList to Unicode, due to our db character set.

Is there any way to perform the above issues??
