R12 - Pre-Upgrade Issue with the Convergence Migration Step

I am getting a GMA_DEFAULT_STATUS_REQD error when I am trying to change anything on the Organizations Tab of the Convergence Migration Setup Form. I believe this has to do with the Onhand Material Default Status. which has no list of values to pick from. Where should this setup be performed.
Has any of you encountered a similar issue?
