Oracle 9i LOCAL=NO connections

 I have a 9i Siebel database which has several thousand LOCAL=NO shadow processess connected to it.  Some are telling me that LOCAL=NO means that these connections are idle and therefore could be killed to free up resources.

Questions:

1) What is the difference between LOCAL=NO vs. LOCAL=YES connections?

2) What document can I use to read more about this?

3) What is the impact of killing these LOCAL=NO processes?
