ROI in some cases is not processing the transactions when RCV is populated for IR receipt

 Hello,

Do you know why the ROI in some cases is not processing the transactions when RCV is populated?

(Internal Requisition),  I am processing through ROI a Shipment Receipt once the Delivery is completed. I have a different Items setup in the 2 Inventory Orgs (Shipment Org = Lot Control ,  Receiving Org = No Lot Control), 

Let's explain the case 1:

1 Item Number

Internal Requisition = 40,000 eaches

Delivery 1 = 678 each , Lot Number ABC ,  the transactions was successfully

Delivery 2 = 2808 each, Lot Number ABC,  the transactions was successfully

Delivery 3 = 780 each, Lot Number ABC,  the transactions fails  (No Error in the Receiving Transactions Processor Log)

It is something I can not understand.
