Sequence numbering

Our client has got multiple legal entities in one european country. We have proposed to have single ledger with multiple legal entities. Client requirement wrt sequence numbering is to have gapless sequencing per legal entity. How do we achieve this?

One option is to have multiple ledgers per legal entity. Is there any other option or do we need to do customization?
