Conversion rate for sales order issue transaction for costing

Hi All  ,

             How the conversion rate column in mtl_material_transactions populates for sales order issue records. I see some transactions have this column being populated and for some this is null. I want this column to be populated for all transactions. Could u pls let me know the setup required for this.
