Database Configuration Wizard - Installing DB

This is the second time we uninstall Siebel completely and try again with the same results. We have the gateway nameserver installed and working. Now we are trying to install the database, when we launch the wizard (./ssincfgw –args MODE=LIVE LANG=ENU MODEL_FILE=/webapps/siebel/dbsrvr/admin/dbsrvr.scm) the Siebel paths keeps showing as /webapps/siebel//siebsrvr, notice the double slash. We remove it and continue but the install fails with Execution Failed.

My question is why does the path keep showing with double slashes?
