R12 - Preupgrade Order Fulfillment to Order Management Migration

Can anyone explain why we need to go through these steps when we already have Order management. What would happen if we skip these steps during an upgrade?
Is anyone aware of the Pre-Upgrade steps from 11.5.10.2 to R12.1.3
