Use of tax type M for City

 We are on 2.98 Vertex and have some employees with city taxes to be withheld.  We setup tax type M as an employee tax. GEOcoder was installed and after the update ran, the tax area setup for goecodes show tax type M as a company or employer tax. 

Has anyone had this happen and changed the tax area setup for M back to an E to be deducted from the employee instead of calculated as an employer?  Or should another tax type (such as M1) be setup with the geocodes as an employee tax and leave the M as employer?

Would appreciate any suggestions that you may have.
