oradism did not start up correctly

 hi guru,

I recently Updatr my oracle DB 9208 to 11.1.0.7.0. now there is an error in alert_STAGE.log .

  Dynamic ISM can not be locked.----------------------------------------
oradism creation failed for unknown reasons 0 8 103

can any one help to resole this
