How can i open an ER?

Hi all. I use normally  My support to log Service Requests. In some cases i need to open enhancement request, especially for ORSIM application which my company is supporting for a customer. Last ER was open many weeks ago but at the moment i cannot find anymore the way to log ER .
Somebody can help me?
