"Network Adapter could not establish connection" when trying to connect to target pages in EM Grid C

I recieve "Network Adapter could not establish connection" when I try to supply database logon credentials in EM Grid Control for my cluster database targets. All of my targets tested successful connections during configuration and all uploads complete successfully. Grid Infrastructure/RDBMS 11.2.0.1, Grid Control 11.1.0.7. I have followed all available Metalink documents regarding OMS/target connection troubleshooting. There are no firewalls between any of the servers.All cluster database targets show green arrows. Any help is greatly appreciated.
