CWB : How the budget amount are set for Compensation Plan?

Is the standard Type's Rate Type will be used for deriving the budget or eligible amount for the compensation plan ?.. So that the amount derive  will be used during the allocation of compensation.. Please provide some reference doc for setting budget(how the budget amount will be derived ) process in compensation plan.
