Best approach to learn technical skills in Oracle

 Hi folks,

I am working as a Functional consultant, and realised technical knowledge is more important to improve my skills, so couls some one guide me the best approach to learn tachnical stuff.

i.e Starting from PL/SQL , Forms , reports, OA frame work, workflow, etc, so please tell me the best approach as per your experience.

i.e where to start to learn technical related to Oracle EBS.
