Rate Management Software?

My organization currently downloads rail freight rates from the carriers websites and then must manipulate these rates before uploading into OTM. We have a number of people who maintain X number of spreadsheets for various reasons. We would like to have one central place where rates could be manipulated, viewed and prepared for loading into OTM. Does anyone use or know of any applications that would be able to provide this functionality....besides complex Excel spreadsheets?
