Can an SR be created via Credit Card when CSI doesn't have access?

Hi Folks,
I work for a software company that is an Oracle partner but my CSI does not have create SR for My Oracle Support. I have a problem that presents like a possible bug and need some help from support to validate that fact. I have been told that I can create an SR by providing a Credit Card # to Oracle. Is this true? If so, does anyone know where this may be documented as to procedure and cost?
