Query for Non-Contract IB Items?

 Does anyone have an optimized query which would select all IB records that are currently not on contract?  I have an optimized query for contract IB items, but non-contract items are causing serious performance problems in my report.  The report has to select both contract and non-contract items for a given operating unit which is passed as a parameter.  Any help would be greatly appreciated.
