Procurement - How to dynamically build checkout approval list

  Does anyone knows if and how I can dynamically build the default checkout approver list based on my custom procedure 
based on certain conditions like if the requisition is project based or non project based.
I think ReqApprListPG.xml calls a procedure to build approval list
Will greatly appreciate any help on it.
