Operating Units in R12 versus 11i

In 11i the only way to configure the application to segregate data between two locations was to create one OU for each location (for PO, AP, AR, OM, etc).  We've implemented R12 with 1 OU for the entire US even though we have hundreds of locations.  I believe the consultant who implemented our initial multi-org design had in mind functionality that was introduced in R12 that would allow you to create 1 OU for ease of maintenance (configuration, closing, etc) but still allow you to segregate data between different locations within that OU.  Can you do this now in R12?
