Create a single condition set that includes multiple states

 Anyone know of a way to create a single condition set that includes multiple state geography conditions?  For example, I have a determining factor set based on a 'User Defined Fiscal Classification' and State (Geography).  However, I would like to be able to create one condition set for all states where the rule will apply rather than create 25 condition sets (one for each state the rule will apply).
