Is Repository independent of Siebel 7.7 fixpacks

Hi,

we have version 7.7.2.8 and want to upgrade to 7.7.2.12. I know that Siebel states that Siebel repository is version independent if you maintain the major versions (i.e. 7.7).

Can you please tell me if this is right? And if there's any recommendations I should follow (i.e developing in 7.7.2.12 and deploying in 7.7.2.8).
