Oracle EBS 12.1.1 Post istallation steps fail

 Hi All
I installed Oracle Applications 12.1.1 it post installation steps fail.
JSP test fail

found following error in logfile

RW-50016: Error: - {0} was not created: 
File = {1}

JSP is not responding, waiting 15 seconds and retesting.

i cannot access application main page.How to resolve this problem?
