How can we substitute PA: Budget Workflow by custom one ?

We need custom workflow for budget approval. Can we link new custom workflow for budget approval Or we must customize standart  PA: Budget Workflow ?
page 9-35 Project Implementation user guide says: You may customize the
process or create a new one, using the Oracle Workflow Builder.

I do not know - how to link new custom workflow to budget approval. Where are no statuses for budgets in Statuses form.
