Possibility of providing create access rights but not open service request rights

Hi,

I would like to inquire on the possibility of giving our users the abililty to put information and attachments for existing Service Requests, but deny them the possibility of opening new Service Requests.

I have asked Oracle, and apparently that does not seem possible.

If that is indeed the case, could this functionality be implemented ?
