Tax Rules - Taxable Basis rule does not work

Hello,

We had a default rule value of STANDARD_QUANTITY  for Determine Taxable Basis rule for the US State Tax. We created a rule to result into STANDARD_TB so that the default rule is ignored. But when we created an invoice in AP (the configuration was for purchase transactions), tax was not automatically calculating, and we could not create that manually either. System is looking at the default value for the tax rule (Standard Quantity), and ignoring the rule. Any thoughts/ideas? We are on R12.0.6. Thanks.
