Gap analysis - Service Procurement: Contractor Request for Rate Based Labor?

 Hi,

Client has raised a requirement whereby the Project Manager will raise a Contractor Request for Rate Based Temporary Labor using Service Procurement.
Business does not want the PM to have knowledge of the actual supplier agreed Rate.
PM will input a lower Rate given to him (dummy rate) which must be updated by the time the PO is approved & sent to the Supplier.
PM will not have access to PO or AP. OTL is implemented where contingent worker enters timesheet to match to the PO, thereby producing receipt & invoice.

Possible solution is described as below;
1. Project Manager raises a requisition for contingent worker using contractors tab in iProcurement.
