Ability to report issues with MOS and OTN

 First, I did not see an easy way, or link provided, to report issues with MOS. I don't care how well it is documented "somewhere", if the corporation wants us to use this tool, then the front-end interface should make it easy to do that. As a busy DBA - I don't get time to search for needles in hay-stacks.

Second, I am seeing a lot of reports about language settings in the OTN side of Oracle. Same as above applies. Apparrently not only are USA users being presented with Chinese language characters, but Russian users are finding many of the links just not working. How can a corporation like Oracle release stuff like this?  Again, give is a quick link to report this - no NOT raise an SR......
