opdg Oracle Performance Diagnostic Guide is not working in metalink for me

 Dears ,

I'm trying to open the OPDG in metalink Oracle Performance Diagnostic Guide (OPDG) [ID 390374.1]

but the Click here button is not appearing ,and I've download all the html files but they are also

not working offline ,my 2 questions Why its not working on the Metalink and why its not working offline??
