How To Reset the Basic APEX Listener

 How can I reset the APEX listener?  Even if I remove it and reinstall?

I installed APEX with a "Basic" APEX listener setup but it never worked correctly.  So I removed APEX and reinstalled and ran the listener install package again BUT my old listener configuration is still there.

I can login as the listener ADMIN but I want to login as the listener MANAGER but it will not accept the username/password I have.

For being advertised as a quick & easy setup APEX has been a real pain.  The directions intermingle different setup options.
