W2s: Required ESUs for Xe

Can you clarify for me... I think I'm a little confused.

It looks like the year end ESU for W2s for Xe is JD 26860. It has a pre-requisite baseline of JD 26694. But when I review this, it says it is for "All EOne 8.9x Releases". Doesn't that mean it is for later releases than Xe?

The "SAR Details" doesn't seem to coincide with the "Summary".

The "SAR List" doesn't seem to coincide with the "SAR Details".
