Resource Manager activity log

Hello,
I would like to track any activity related to the Oracle Resource Manager.

I know there are views you can look at that shows historical activity for ORM, but I was wondering if we couldn't create a log where anytime a consumer group limit is reached and ORM starts throttling CPU or other limits set up that we could have ORM automatically add something to a log showing what got limited, when it occured, etc.
