Indiana County Taxes NOT working!

Has anyone been using the new method for calculating Indiana County Taxes with Vertex 2.9.8?  The new method is using the Additional Overrides (P0701732) program off of the Tax Overrides program (P060120) to enter the resident and work county taxes.  The taxes calculate correctly during payroll but the system is entering the tax area number into the Residence Tax (RTAX) field in the F07353.  In our case we're using Steuben and De Kalb Counties and the amount you see in the RTAX field for tax type L is either 151,510,000.00 when it's Steuben or 150,330,000.00 when it's De Kalb.  This
