Oracle R12 FSG column set showing Months from January, February, March, .....November, December

 We have a requirement for some reports that requires us to create a row set with current_Year, Previous_Year, and 2 Years Ago. On the column set we need to built 12 columns for the 12 months from January to December plus a column for YTD Comparative and Annual. We tried using the existing YTD-Actual, Monthly, and PTD but realize that it doesn't work.

These years rows share the same account ranges for account assignment.

The problem is how to pull the years dynamically in FSG without hard-coding since these reports will be run for a long time. Also with the months in the columns they cannot be periods (eg Oct-09) but should be a month independent of year since the years are on the rows.
