Procurement Contracts and "Oracle Contracts"

We currently own Oracle Purchasing Module and have purchased the Procurement Contracts module; however, we have been told that we now need to to purchase Oracle Core Contracts  Has anyone else recently implemented Procurement Contracts and found that Oracle Core Contracts is a separate purchase?
