How o restrict a department from seeing another departments orders for receipt of goods purposes

Does anyone know how I can prevent another dept from seeing another depts orders for the receipt of goods process, we have single organsation with many departments.  I want to prevent depts from being able to see other depts orders for receipt of goods purposes.

We use security hierarchy which works OK for approvals and viewing of orders and reqs in enquiry screens, but does not seem to prevent users from seeing each others orders for receiving purposes.  These are not inventory orders.

Any guidance or tips greatly appreciated
