How many vouchers to manual payment w/voucher match.

 Is there a limit to the amount of vouchers that should be associated with manual payments?  we've had 2 occasions where the unique next number F00022 gets locked because a manual payment had over 1500 vouchers associated with it.   then the unique payment ID in the F0413 and F0414 goes to zero.  no other payments can be processed because of the lock.
