dbms_obfuscation_toolkit.desencrypt usage in 11g

 We have upgraded Oracle database from 9i to 11g and we have an issue with the utilization of dbms_obfuscation_toolkit.desencrypt for encryption purposes. Any suggestions?

Upgraded RDBMS from 9.2.0.8.0 to 11.1.0.7.0
