Quorum disk configuration

Case:
- 2 datacenters (DC1 and DC2), each host 1 cluster node and 1 SAN storage. (SAN1 and SAN2)
- the shared disks are using zfs mirror across 2 SAN storage (LUN1A of SAN1 mirror to LUN2A of SAN2)
- 1 quorum disk on DC1  SAN1
- there is no third site to install quorum server.

in this case, DC1 down, cluster node on DC2 will not able to form cluster. everything down!

what it the best solution for this?

I heard HP ServiceGuard able to mirror the quorum disk from 2 SAN storage and counter the above problem. Any ideal?
