Quantity on hand fails to satisfy reservation

 Hi,    
    The scenario is that i book SO no. 3303220 and i check the availability, the information i see is below :
               
                     Request Date Qty:0
                     On hand :15
                    Qty Reservable: 0  
       
                    When i book i got the note as"Quantity on hand fails to satisfy reservation".

    What does it mean?Please advise.
