CWB : Download option for different BG

 I have a question related to 'Download to Spreadsheet' functionality in CWB.

We have 2 business groups US & PH and so we have 2 plans for CWB.

When we navigate to 'Allocate Merit' from PH plan and use 'Download to spreadsheet', it is not pulling any records, it simply shows zero records downloaded.
But from the same responsibility, if we go to US plan and use 'Download to spreadsheet', it is properly pulling the data.

Do we have any specific setup against a plan definition for this download option to work?
