Oracle EBS R12 taking lot of time while connecting to Database

 Hi Oracle EBS R 12.1.1 is taking lot of time while it performs any action that require connection with database.
e.g
autoconfig takes more than hour to complete. It was taking hardly 5 to 8 min before. When I start services services fail to start with Timeout error.
Any suggestions?

and I am accessing this machine remotely I hope this does not create any problem.

Found Following Lines in database alert log file
