freight cost not converting to freight charge

Hi All

Have an issue where the freight cost applied in the shipping transaction screen is not converting to a freight charge for Canadian orders.  The same freight cost converts to a charge for orders in the US op unit.  Any ideas on what I may be missing?  Any help is appreciated.
