Concurrent manager status shows "System Hold, Fix Manager before resetting counters"

I installed Oracle EBS 12.1.1 on LINUX. After installation I applied Patch "9239089". Now when i restarted services concurrent managers is down. I checked status from .
System Administrator --> Concurrent : Manager --> Administer

status of most of the managers is "System Hold, Fix Manager before resetting counters"

in same window
Actual field have 0 and Target have 1 processes.How can I resolve this issue?
Secondly any good document to resolve Concurrent Managers issues in EBS R11/12.
