WMS - Cost group assignment strategy

 Hi,

I have defined a WMS -Cost Group Assignment strategy  and it should be common to all org.Since common to all org check box is disabled i am not able make it global(Common to all org).

The cost group is defined as common to all org.Please advice me how can i achive this functionality.
