Solaris Operating System Support - Why would Oracle Charge 8% (SW) or 12% (SW+HW) of $3,600 for a X2

Yes,


I get quotes from Oracle where they want to Charge 8% (SW) or 12% (SW+HW) of $3,600 for a X2100 server with a US List price of $745 for Solaris Operating System Support (I bought this in 2006 but just now taken out of the box).

This just seems wacky I am being cited "average cost of hardware" yet no one at Oracle can provide a "written" policy.

Any Ideas ?
